The Full Story

About

Chance Andrew Manning is a resilient 27-year-old who faced a life-altering event at the tender age of six, resulting in a spinal cord injury that caused quadriplegia. This significant injury necessitates 24-hour attendant assistance with daily living activities and regular in-home nursing visits.

​

Despite his challenges, Chance attended public elementary and high schools, with math being one of his favorite subjects. He is a skilled video gamer and an avid sports enthusiast. Once he achieves stable housing, Chance plans to dedicate his time to counseling youth with spinal cord injuries, offering them guidance and support from his own experiences.

Throughout his life, Chance has relied heavily on his immediate family for safety and shelter. Unfortunately, due to unstable financial circumstances, his family has faced chronic housing instability over the past 20 years.

 

In spite of his quadriplegic condition Chance has endured and adapted to living conditions that took no consideration of his needs for safety or accommodation.

Originally from Michigan, where the accident also occurred, after some housing related issues the family relocated to Texas, only to be uprooted again due to an emergency, that ended in them moving to Virginia. They settled in Richmond during Chance's high school years, but just weeks before his graduation, another disruption forced them to return to Michigan, where they continued to face housing challenges and abject poverty. Due to his condition Chance has lived his life at the mercy of others, without any control over his environment.

While in Michigan, Chance connected with the Department of Health and Human Services and enrolled in the Medicaid program, which referred him to Continuum of Living Network a Home Help Agency. The agency informed Chance of all the aspects of his benefits through Medicaid and private insurance and encouraged him to take the lead in securing those benefits. Subsequently Chance contracted with Continuum of Living Network agency to manage his benefits and to assist him in obtaining permanent housing.

With knowledge of the benefits and entitlements he is eligible for, Chance has become actively involved in utilizing these resources to create a stable environment he can call his own where he can live out his dreams and live his life to the fullest extent possible.
